Abstract: The new security concept is the important part of the new thinking of international strategy with Chinese characteristics. It is the product of breaking from the Cold War mentality and will show its great vitality in gradually overcoming the Cold War mentality and the theory of power politics. The trends of multi-polarization in the world and economic globalization have brought opportunities and beneficial conditions to world peace and development. Under the situation, the international society should abandon out-date Cold War mentality and accept the new concepts in international fields. Even in Europe where geo-politics had prevailed before the end of the Cold War, although the model of geo-politics has still existed, some new models of interactions between major powers have appeared during the recent years, including: model of international mechanisms, model of geo-economics, model of win-win. We should further substantiate and develop the new security concept, and then promote it as one of new basic norms of international relations. We should also find the way by using the new security concept to fight the power politics and the Cold War mentality.

The Report to the 16th National Congress of the Communist Party of China pointed out, “……foster a new security concept featuring mutual trust, mutual benefit, equality and coordination”. This is the important new thinking in the international security, which conforms to the historical trend of the times. The new security concept is against the Cold War mentality and will show its strong vitality in its overcoming Cold War mentalities. The new security concept is the important part of “Three Presents”, and will be the security assurance of China’s peaceful rise.
