At present, there are two different concepts between China-Russia and
the US on how to see and deal with the international relations during
the post-Cold War period:
Firstly, both China and Russia hold that pushing forward the process of the world multi-polarization “beneficial for establishing a new international order of stability, democracy, no confrontation, justice and equitability. The trend accords objectively with the fundamental interests of all the countries.” However, the US has done its best to maintain its position as “uni-polar and only superpower” for a long time.
Secondly, both China and Russia see and cope with their mutual relations, and their relations with the US and other countries according to the new concept of security, which goes beyond the theory of balance of power. They hold that their friendly relationship is based on non-alliance, non-confrontation, and non-aiming at the third country. However, the US continues to use the policy of balance of power as one of the main measures to maintain its position as world hegemony. It has still strengthened it military alliances with its allies, which is based on aiming at the third country.
Thirdly, both China and Russia see the national security from broad angle, thinking that national security is comprehensive, including political, economic, military, scientific, financial and IT factors, in which some untraditional security factors, such as economics, science, finance and IT (information technology), have been more and more important. However, the mainstream of US government still sees the national security interests from narrow angle, stressing the role of traditional security factor—military and regarding military superiority as the main pillar to maintain the US as the only superpower.
It is unavoidable for the two different concepts to collide and interact with each other, the results of which will have significant impacts on international strategic situation. The new concept of security reflects the grand trend of the world development of closer and closer economic interdependence. The theory of balance of power reflects the international mechanism of balance of power under the situation of anarchism, which is being gradually replaced by the new international mechanism of integration.
Development of the New Concept of Security in the Struggle with the Cold War Mentality
The New Security Concept is one of the important parts of the new thinking of international strategy with Chinese characteristics. It is the products of breaking with the Cold War mentality and will further develop in colliding with the Cold War mentality and power politics. Because the US is the only superpower in the current world and the international strategic strength is very unbalanced, the Cold War mentality has been still existing and some new theories of power politics has appeared.
The global strategy of Clinton Administration can be summarized as the strategy of hegemony plus balance of power. However, the global strategy of Junior Bush Administration is in fact the strategy of the world empire, which has been most influenced by the new conservatism and offensive realism. The founding father of the new conservatism was Dr. Leo Straus, professor of University of Chicago, who held, “if we want Western democracy will not threatened by the world, we must make the whole world—every country and every nation—realize democracy.” Some of his students and worshipers have become the leading people of American new conservatism and played the central role in it.
